One man was taken into custody while a second person is having a stand-off with authorities in north Queensland, two hours after an emergency was declared.

Police were called just before 10am in the Townsville suburb of Garbutt, after reports of a man threatening neighbours with a gun on Thursday.

The declaration, under the Public Safety Preservation Act, was made about 11am.

An exclusion zone has been set up, encompassing Clarke, Dearness, Douglas, Ramsay and Chandler streets.
